A question from Section A of CSIR NET Exam

Here is a question from the Section A of recently held NET Exam. The question says that two cylinders of the same height are placed in another cylinder of same height where they exactly fit If the volume of bigger cylinder is V what would be the volume of each smaller cylinders.

As you know the volume of a cylinder is Pi r square l, meaning that volume is directly proportional to radius, the answer would be option 2 (V/4). Please feel free to discuss.
